How to Appeal a Citation

A hearing in person or a hearing by mail may be obtained upon written request of the registered owner within twenty-one days of the violation date to the Lawrence Parking Clerk, 200 Common Street, Lawrence, MA 01840. All requests for a hearing must include a contact phone number. Failure to obey this notice within 21 days from the date of the violation will result in additional late fees being imposed, and may also result in the non-renewal of the registered owner’s driver’s license and/or vehicle registration. M.G.L. Ch.90 - Sections 20A1/2-20C, and 20E as amended, and may also subject motor vehicle to tow and hold provisions of M.G.L. Ch.90 - Section 20A1/2. The law does not affect in any way the decision-making powers of the Parking Clerk or your right to appeal to Superior Court.

Q: What is a valid reason to appeal a parking citation?

A: A parking citation may be eligible for appeal when there is evidence that the citation was issued in error by an officer. Examples may include incorrect license plate information, payment or permit information that was not properly recognized, or other circumstances indicating that the cited violation did not occur.

Q: Does submitting an appeal automatically dismiss my citation?
A: No. Submitting an appeal does not guarantee that a citation will be dismissed. The citation will be go through an Administrative Review based on the information and documentation provided.

Q: I was running late getting back to my vehicle. Can my A1 citation be dismissed?
A: No. Being delayed or running late returning to your vehicle is not considered a valid reason for dismissal when the citation was properly issued. Any reason other than a possible error in issuance does not constitute a valid reason for a citation to be dismissed.

Q: I made a payment and had an active parking session during the time I was issued a citation. What do I do?

A: If an A1-OT Parking citation was issued to you while you had an active paid session, please submit an appeal with proof of payment. If proof of payment is found in our system at the time of citation issuance, Park Lawrence will dismiss the citation and notify you that your citation has been voided & dismissed.
